Abstract
Judge Lois G. Forer delivered this paper at the formal opening of the Freedom Institute at Sacred Heart University on April 24, 1989. She argues that there is a need for federal legislation to define and standardize libel law in the United States. Judge Forer, who sat on the Court of Common Pleas in Philadelphia from 1971 until retirement as a senior judge in 1987, is the author of A Chilling Effect: the mounting threat of libel and invasion of privacy actions to the First Amendment.
