Abstract

According to the 2010 Sloan Consortium report, although one-third of the country's 4500 universities offer online degree programs, only about ten percent of the nation's Historically Black colleges (HBC) do. Even among black colleges, compared with two-thirds of the public institutions that are offering distance programs, only ten percent of the private colleges do so (2007 report released by the Digital Learning Lab of Howard University). This gap between private and black colleges is said to be attributable to institutional mission.
